Superintendent receives exceptional rating

Westborough – School Superintendent Anne Towle received a rating of exceptional in her annual evaluation, earning praise from every member of the School Committee during a public reading of the nine-category review at the Nov. 19 School Committee meeting.
Towle received an overall rating of 4.6 on a scale of 1 to 5, where 1 is the lowest and five is the highest.
"I think Dr. Towle did a great job last year," School Committee Chair Craig Harris said. "When you think about everything the school department went through, not the least of which was the contract negotiations with the teachers and all the budget issues, it begins to bring into focus just what a tremendous job Dr. Towle did do."
Towle did not receive a rating below 4.1 in any category, and any rating above 4.0 is considered exceptional. Towle received a perfect rating of 5.0 in the educational results category.
"The district's schools are performing at an extremely impressive level and it's a credit to Dr. Towle's leadership," School Committee member Bruce Tretter said. "Our students continue to receive accolades and recognition at both the local and national level, and when issues or needs arise, the administration, led by Dr. Towle, has reacted and developed programs to ensure the district maintains its high level of performance."
Towle achieved a 4.9 rating in the areas of organizational and administrative eff ectiveness and personal qualities.
"Organizational and administrative effectiveness was a key strength for Dr. Towle. She is well organized, the district runs smoothly and she has assembled a strong administrative team, not only at the central office but throughout the district," School Committee member Ilyse Levine-Kanji said.
The School Committee gave Towle a rating of 4.7 in two categories – business and finance, and the hiring, development, and supervision of staff , as well as maintaining a professional relationship with them.
"In the area of business and finance, Dr. Towle exhibited a good command of the district's budget and overall financial picture," School Committee member Stephen Doret said. "She has done a tremendous job allocating resources. She continues to take a realistic approach to balancing the needs of our school and the financial ability of the town."
Harris said that while some other categories received a higher rating, the School Committee was very impressed with Towle's relationship with school district staff .
"We're extremely impressed with Dr. Towle in this area," Harris said. "Her hiring decisions are a critical aspect of the job because they have a major and long-lasting impact on the quality of our schools. Many of us on the School Committee feel this is her greatest strength."
Towle received a rating of 4.6 in the relationship with the School Committee category, a 4.4 in the area of educational leadership, a 4.3 in community relationships, and a 4.1 in eff ectiveness achieving annual School Committee goals.
"She's a good lady," Harris said. "Hopefully she'll stay around for another year or two."
Harris, who confirmed that Towle's contract runs through 2011, said that Towle has given him no indication that she is contemplating retirement.
