Three-year contract ratified for teachers

Shrewsbury – The Shrewsbury School Committee and the Shrewsbury Education Association, which represents Shrewsbury teachers, agreed to a three-year contract for the 2010-11, 2011-12, and 2012- 13 school years. After months of negotiations, a tentative agreement was ratified by votes of the School Committee and the association’s membership.

As a result of the agreement, four teaching positions that were slated to be eliminated in the 2010-11 school year have been restored, specifically three fourth-grade teaching positions at Coolidge, Floral Street and Spring and Spring Street elementary schools, as well as a physical education teaching position at Shrewsbury High School. The funding for these restorations is a result of the teachers agreeing to forego half of the amount of scheduled contractual salary step increases in the coming year. This is the second year in a row that Shrewsbury teachers have deferred salary step increases until halfway through the year in order to preserve colleagues’ jobs.

School Committee Chairperson Sandra Fryc, is pleased with the agreement.

“The School Committee is pleased to have reached an agreement with Shrewsbury educators that preserves jobs,” she said. “The School Committee appreciates the willingness of the teachers for the second year in a row to defer contractual step increases in order to better maintain class size. The ongoing respectful relationship between the School Committee and the Shrewsbury Education Association has again enabled a settlement that is fiscally responsible while valuing the contributions our educators make to the success of our school district.”

The three-year agreement is structured so that for the 2010-11 school year teachers who are due to receive a contractual step increase will receive no cost-of-living increase and will receive half of the value of the step increase. The maximum step will be increased by $500, and teachers on the maximum step will also receive a one-time payment of $386. For the 2011-2012 school year, teachers will receive contractual salary step increases and a 1 percent costof living adjustment. For the 2012-2013 school year, teachers will receive contractual salary step increases and a net 2.75 percent cost-of-living adjustment. The school calendar will be adjusted in the first two years to remove three professional development days, with two of those days restored in the third year.

Recently, the School Committee and the Shrewsbury Paraprofessionals Association, the union representing the school district’s paraprofessionals, reached an agreement where, at the request of the School Committee, the union agreed to open their existing contract and to forego contractual step increases for the 2010-2011 school year in order to preserve the equivalent of 9.5 support positions.

The teacher and paraprofessional agreements together save a total of 13.5 of the 27.8 positions that were originally cut from the budget for the 2010-2011 school year.
