"...As 63 percent of the voters approved the article, it was the ‘will of the people,’” he said. But it was “a reasonable working assumption,” he added, that the voters assumed that public health and safety would “not be adversely affected” by the passage of the article..."

Wasn't it also the assumption that the people who voted in favor of this law also knew the part of the article which states that no more than 35 dispensaries in total and no less than 1 per county were to be opened if the law were to pass? You can also argue that they knew about the dispensaries because it was in the language at the ballot where they approved the measure so in essence they also approved the dispensaries.

To me all this is is just excuses to prolong the process. It's fear, ignorance and bigotry that is driving this delay, not precaution or due diligence as the chair of the Planning Board argues.

"“The delay is in everyone’s best interest.”"

Really? Is it in the best interest of the people that need their medicine? Because while you gather up enough "cojones" to follow through with what your people voted for they will have to keep resorting to the black market for their medicine so every time you delay this longer you are sending someone into a dark alley somewhere to meet with a dangerous drug dealer and be open to dangerous any sick person should not be exposed to.

We all know you don't want to do this but the people have spoke and it is your JOB to follow through with their demands.
