Marlborough – City Clerk Lisa Thomas gave the official Municipal Election Call at the Oct. 19 City Council meeting. It will take place Tuesday, Nov. 3. Mayor Arthur Vigeant, who has held the post for the past four years, is being opposed by former Fire Chief Edward “Skee” Bigelow.
