How low can you go?

Northborough - Although the town's library expansion project appeared to be on the fast track, a potential roadblock arose during the bidding process on the $5.5 million-plus project.

When the town of Northborough decided not to go with the low bidder on the project, officials thought they were within the law that requires they accept the "lowest responsible bidder." The actual low bidder, Barr Inc. of Putnam, Conn., responded by contesting that decision in U.S. District Court and a judge saw just cause to issue a temporary restraining order. At press time, work was halted pending the outcome of the hearing.
