Planning Board hears EMC, Cardinal updates Westborough - Representatives of EMC and Cardinal Enterprises updated the Planning Board on their progress at the board's Nov. 8 meeting. Chris Toomey, representing EMC, gave an update on the technical issues addressed since the last hearing, when the board directed EMC and Toomey to meet with Town Planner Jim Robbins and Town Engineer Carl Balduf. One of the issues was about existing utilities. Department of Public Works Manager John Walden would like to see existing emergency water valves/connections have access to two water lines in the event of an emergency. Robbins said he would like to see a discussion concerning the amount of disturbed area the project will create and he plans to revise a memo incorporating that request. EMC planned to complete a traffic study by Nov. 12, as part of its point-by- point response to an August letter from the board. EMC had another work session scheduled Nov. 15 to work on resolving drainage and traffic problems. Doug Resnick, representing Cardinal Enterprises LLC, which owns Village Plaza on Turnpike Road, told the board that company's engineer is working to respond to items in a letter dated Oct. 26 from Balduf. Items that need to be reviewed include the parking lot, the existing grease trap and the pumping station. According to Resnick, Cardinal Enterprises is trying to respond to requirements in the letter "including collecting additional data and finally giving a report and proposing some actual designs for both the grease trap and the pumping station, and also for drainage for the park." "So we're really here to give more of a status report," Resnick said. "Our other job tonight is to request an extension for the board to act both in closing the hearing and rendering a decision until [Wednesday] Dec. 5, the day after the board's Dec. 4 meeting. We'll be ready on the 20th to do more substance than tonight." The board accepted his request. Other business In another matter, Douglas Curving, owner and general manager of Westborough Paint and Decorating, requested a permit for additional signage for the back of his building. Curving said he also wants "to add a canopy and a paint can to create the impression of pouring paint over the back door." He also would like to eventually put up gates to cover the dumpster. The board will schedule a public hearing in December. |
