What are the odds?

Region - Since Gov. Deval Patrick first floated the idea of a casino in the Bay State, rumors have been flying about just where the project will land. With Marlborough on the list, the city is considering passing an ordinance that would require a special permit for any business not already on town books. The objective would be to give the city more control if such a proposal came to pass. Aside from Marlborough, other towns may be on the table as well, leaving the answers to "if," "when" and "where" as anyone's bet.
