Shrewsbury - Recently, the Shrewsbury selectmen got an earful over their proposal to implement a

"pay as you throw" trash program in town. This is not surprising, as people rarely welcome stand-alone fees for services that were once covered by taxes. However, in light of the fact that budgets are growing tighter by the day and over one-third of the state's communities now have similar fees for trash pickup, such a program does seem to be a sign of the times.
