		<description>  Westborough  -  The silver lining in the fact that property taxes in town will rise in 2009 for the second straight year is the fact that they won't rise as much as they did in 2008.  The Board of Selectmen, at its Nov. 18 meeting, voted to set the tax rate for fiscal year (FY) 2009 at $15.50 per $1,000 of valuation, an 80-cent increase over FY 2008.		</description>
