Talk about a scary HalloweenRegion – Halloween this year was definitely more trick, than treat for local towns. Officials, schools, businesses and homeowners were still reeling from the impact of the Oct. 29 Nor'saster days after it hit. Almost every central Massachusetts town reported trees and power lines down from the heavy, wet snow. The result was thousands of homes and businesses without electricity for several days. Many kids got a day or more off from school, but it wasn's all good news for them – a number of communities postponed or canceled “trick or treating” because of the dangerous conditions of many roads.

Adding to the woes of local government officials is concern about how the impact of the unseasonable autumn storm will affect municipal budgets, especially as winter has not even officially started yet.
