Town Meeting adjourns after 18 articles

The Special Town Meeting adjourned for the night around 11:20 p.m. after deliberating on articles 17 and 18.

Article 17 — $100,000 for lead services line inventory and replacement

DPW Director Chris Payant presented the article. The fund would be used for engineering services to develop a lead service line inventory.

This is part of a required effort to have all public water suppliers to document the material for all water service lines within the distribution system.

The town will seek reimbursement from the state revolving fund program.

Article 17 passed, 239-8.

Article 18 — acquisition of 0 Ruggles St.

Ian Johnson, chair of the Select Board, presented the article to acquire 15.42 acres. Parcels A and C for conservation, passive recreation and open space would come under the care and supervision of the Select Board. Parcel B would come under the care and supervision of the Conservation Commission.

The appropriation would be $325,000 for the parcel, $9,000 for the survey plan. Half of the cost ($167,000) would come from the Walkup Robinson Trust.

Some abutters to 0 Ruggles said they were not notified about the purchase; they were also concerned about a parking area in Parcel A.

An amendment to switch parcel A from the Select Board to the Conservation Commission failed; the article as presented, which required a 2/3 vote, passed, 200-21.

The second night of Town Meeting will convene on Oct. 18 at 7 p.m., and will begin with Article 19.
