Phil was born in Woonsocket, RI, daughter of the late Elenore (Landry) and Theodore Dumas. Phil lived most of his life in Grafton where he was devoted in service as its Health Inspector, was on The Board of Health and also a 50-year member of the Grafton Lions Club and the North Grafton Fish & Game and also the Worcester County Sportsmen League. Phil also worked for many years as a Public Health Inspector for the City of Worcester until his retirement.

Away from work Phil was the quintessential sportsman. He was happiest fishing, hunting, camping or gardening. At home you would surely find his beloved dog “Indy” at his side who was his faithful companion even after he transitioned to nursing home care, and when he wasn’t outdoors he was likely enjoying a favorite book.
